I enclose a copy of a letter which I have received from a member of the Federation, and to which I an anxious to reply.
The Federation fully realises that tonnage con- ditions may be such as to make it desirable in some cases to bring goods from America rather than from England, but thinks it will be appreciated that this policy, if adopted on a large scale, cannot fail to have the most adverse effects upon British traders. We shall be glad, therefore, if the Secretary of State can see his way to making an enquiry into the matter, with a view to restricting the substitution of American for British goods so far as possible.
